Artan Roko is a Project Manager and technical expert with over 12 years of experience in delivering complex infrastructure and energy projects. He is currently part of Project Blue, where he is responsible for project coordination, schedule management, resource planning, technical due diligence, and stakeholder engagement with both local and international partners.
Artan began his career at Albtelecom in 2012 as a Project Lead, where he oversaw transformative infrastructure modernization initiatives, energy system upgrades, and operational performance optimization across critical technical sites. In this role, he directed CAPEX planning and execution, managed relationships with key technical partners, and coordinated multi-disciplinary field teams across diverse technical environments.
He later served as a Technical Advisor to the General Administrator of OSHEE Group, supporting strategic decision-making for energy projects. His responsibilities included preparing technical assessments, monitoring operational KPIs, evaluating investment proposals, and contributing to the development of procedures aimed at enhancing safety, operational efficiency, and regulatory compliance.
Throughout his career, Artan has led specialized technical teams, managed multi-million-euro investment portfolios, and delivered projects that have significantly improved network reliability, asset performance, and operational safety standards.
He holds both a Bachelor’s and a Master of Science in Electrical Engineering from the Polytechnic University of Tirana, and is certified in energy auditing, environmental management systems, technical safety, and operational procedure compliance.
