Altin Mihali is a seasoned expert in land management, permitting, and local governance with over 30 years of experience in Albania. As Deputy Project Manager for the TAP AG Pipeline Project, he played a pivotal role in securing land access, coordinating permitting processes with multiple government agencies and ministries, and managing expropriation procedures in compliance with national and international regulations.

His expertise extends to Blue  Projects, where he facilitated permitting and stakeholder alignment for large-scale infrastructure PV plants. Altin also led the development of integrated forest and pasture management plans (World Bank-funded), ensuring environmental compliance and community engagement. His work includes streamlining administrative procedures for 23+ LGUs, improving permitting efficiency for public services and construction projects.

With a background as Director of Local Taxes and Fees, he brings deep expertise in fiscal governance, strategic planning, and participatory budgeting. A recognized leader in his field, Altin has trained 320+ government staff in financial management and authored Albania’s first Manual on Capital Investment Planning.
